"This is never going away (short term rentals, renting without permit, etc) as much as some people want it to go away. Even if code enforcement increases their presence, as long as some people want the income and other people are willing to spend any amount of money to have a party in such a property, this will happen over and over again. It's time to change the perspective, make it legal and charge a hefty fee for rental permits under 30/31 days.
