Last week, residents near Georgica Beach in East Hampton were surprised that one of their neighbors decided to put more than two dozen metal poles in the beach (with the intent of building something more permanent later on). And by "surprised" we mean "full on riots with pitchforks." Now the State Department of Environmental Conservation has weighed in on the fracas and says permits are required for the fence: "It looks to us that the installation of this fence appears to be a permanent structure, and therefore a regulated activity...Unlike a snow fence, this appears intended to restrict access to the area as opposed to retaining sand."
