After a set of stairs?washed away by Irene?was replaced without a permit during Bill and Hillary Clinton's most recent stay in East Hampton Village, the village plans on issuing a notice of violation to the homeowner. Even though the replacement stairs were the exact same type and installed for what EH Village Code Enforcement Officer Thomas Lawrence called "security and access", the rules are the rules. Lawrence believes that the the violation will most likely be retroactively rescinded once the permits are in place. [Previously, 27 East]
